Gov. Spanberger approves ‘Switch Together’ solar affordability program

In response to rising utility bills around the U.S., Virginia Gov. Abigail Spanberger has signed the Switch Together energy affordability initiative into law for the commonwealth.
Touted as “first in the nation,” the optional program functions as a solar group purchasing initiative, and could save the state’s average home and business up to $2,200 a year on electricity bills. Additionally, the program aims to increase energy generation, making electricity more affordable for Virginians and protect residents from further rate hikes.
“We are taking real, practical action to address high energy costs for Virginians, protect families from future rate hikes, and meet rising energy demand,” Spanberger says. “Virginia families have already seen thousands of dollars in savings from Switch Together, and now, we are empowering more Virginians with the chance to access those same savings.
“By using the power of the free market, leveraging the Commonwealth’s buying power, and cutting out middlemen, we are creating significant discounts for families and businesses.”
The Virginian government office says that under the Switch Together program, some residents are now paying $0 for electricity on their average monthly bill. The initiative requires no direct spending of state funds, and instead achieves bill savings by leveraging group purchasing of solar assets.
Making energy mort affordable
The new initiative builds on Gov. Spanberger’s focus on energy affordability and reliability, two issues which helped the New Jersey native win the office late last year. The Democratic governor has signed a flurry of solar-focused bills since taking office, making the Switch Together program just the latest in a long line.
“Expanding access to home solar and storage is a core part of delivering more affordable, homegrown energy options for Virginia’s families and achieving our state’s long-term energy goals,” said Virginia chief energy officer Josephus Allmond. “I am glad to be partnering with Solar United Neighbors to help us reach more households across the state.”
The new program organizes a reverse auction of sorts, the Governor’s Office says, with installers competing to offer their most competitive prices. Participating residents can receive discounts on battery storage systems and heat pumps in eligible areas.

And by going solar through Switch Together, you’ll have expert support every step of the way,” says Brandon Praileau, Virginia program director for Solar United Neighbors. “We’re excited to be working with Governor Spanberger to help bring access to lower-cost solar to more families across the Commonwealth and help Virginians save money.”
The 2026 Switch Together Virginia campaign is open to residents through Oct. 15, in more than 100 localities across the commonwealth. Eligible residents can learn more and sign up on the program’s website. The program has plans to expand throughout the entire state.
