Massachusetts DPU expands SMART program capacity to finally move stalled solar projects

Massachusetts Department of Public Utilities issued an order expanding the Solar Massachusetts Renewable Target (SMART) program from 1,600 to 3,200 MW of solar capacity, allowing dozens of solar projects to move forward. The order will take effect on January 14, 2022 when the Commonwealth’s utilities file their compliance documents.

“Today’s order from the Massachusetts Department of Public Utilities (DPU) will soon allow more than 175 megawatts of solar projects to move forward, ending an 18-month purgatory for new commercial and utility-scale solar projects,” stated David Gahl, senior director of state policy, East at the Solar Energy Industries Association (SEIA). “These solar projects are a key part of the Commonwealth’s plan to reach net-zero carbon emissions.

Despite this positive outcome, Gahl says serious questions remain about the DPU’s ability to issue timely orders.

“In this instance, we waited for a ruling on the ‘non-controversial’ or ‘fast track’ portion of the case for more than a year, putting half a billion dollars of private investment on hold at a time when the Massachusetts economy needs more support,” he stated. “In the future, the DPU needs to move much faster if we want the Commonwealth to reach its decarbonization goals by mid-century.”

Have you checked out our YouTube page?

We have a ton video interviews and additional content on our YouTube page. Recently we debuted Power Forward! -- a collaboration with BayWa r.e. to discuss higher level industry topics as well as best practices / trends for running a solar business today.

Our longer running side project is The Pitch -- in which we have awkward discussions with solar manufacturers and suppliers about their new technology and ideas so that you don't have to. We've discusses everything from residential rail-less deck attaching and home solar financing to large-scale energy storage value stacking and utility-driven new home solar + storage microgrids.

We also post our Project of the Year announcements there! Interviews with this year's winners will be up starting the week of Nov. 8. Head there and subscribe today to stay on top of all this extra stuff.
